While I have yet to use it for Ravenloft, I prefer the Savage Worlds system for my TTRPGs. Might want to consider that if you are weighting options.

Some of the tales from this book might be converted to the Tome of Terror style fairy tales you are looking for.

It's kind of a hand-wave-ish way to go about Languages, but I usually say the domain that they will be in mostly (at least at the start of the campaign) has a language similar to Common, then make adjustments from there.

For Darkon's memory wipe, just have the NPC go out of the country on a regular basis every couple of weeks - perhaps because of their job or family.

For Falcon's Brand, perhaps they use a simple cantrip, or just simple make-up, to cover the brand whilst spying or whatever out of country.

One of the first ideas that comes to mind - about the mist-compass - the nefarious bad-guy can't just take the compass and disappear - the train has to arrive in a domain before the compass can be completely removed from the train. Perhaps, by killing the compass keepers and removing the compass ...

It is an interesting idea - perhaps a hansom cab in 18th century London drops it's passengers off in Paridon. Or perhaps Kantora. Or Port-a-Lucine .....

Fair use and poor-man's copyright laws are on Quoth's side here. I haven't bothered to listen/watch/read much on the new OGL yet, but from what I'm seeing, it sounds like WotC are wanting to set themselves up for a lot of legal battles that they will lose.
