It is not just about "State Evil". There are villages and towns and there are evils aplenty. The VRGttFiends had the Twins fight a fiend in there.
Most domains have a classic, baseline, vanilla adventure type you can always turn to. That stems from the domain & darklord's nature, even if it's not directly related to that darklord. A thing you go to that domain for. What's that for Falkovnia?

I remember ages ago, in the late 90s, I had transported my players, with the help of the Mists, to Falkovnia. The only objective they had was to escape Lekar. It was one of the most memorable and breathtaking adventures I had run with that party of high school friends. We all enjoyed it but I believe none of them would want to end up there again.
