Minor character from [[Carnival of Fear]]. Kougan was an [[ogre]] who was part of [[Carnival l'Morai]]. A brutish [[bully]], Kougan attempted to force [[Felix the Hunchback]] to kill some [[Gendarmerie of l'Morai]] during the [[rebellion]] against the [[City of l'Morai]]. Kougan beat Felix everytime he refused, so Felix slit his throat his self defense. The action caused a temporary break in the unity of the Carnival l'Morai performers until Kougan was avenged by [[the grey ogre]].<ref>[[Carnival of Fear]] p. 213-219, 228-233</ref>
