The Council Hall is the [[seat of authority]] for the [[Council of l'Morai]] in the [[city of l'Morai]]. It is a huge, round building made of [[stone]] that overlooks the [[bridge]] for [[Vinrouge River]]. [[Marble]] columns surround the [[wall]]s of the structure slanting into a domed roof. The Council Hall originated as a [[fortress]] guarding the bridge before the city that surrounded it even existed. (In fact, the city of l'Morai originated as a [[village]] that evolved around the Council Hall<ref>[[Carnival of Fear]] p. 102-104</ref>

There are a mess of cramped, [[centipede]]-infested [[jail]] cells beneath the hall.<ref>p. 111-115</ref> The [[gate]]s of the Council Hall are defended by gate [[guard]]s.<ref>CoF p. 141</ref>
