Lertan Scarhand was a member of the Brotherhood of the Whip. He described the Blood-Oath Ritual he underwent to bind his will to the Black Duke and become a member of the cult. He was eventually captured and executed. His journal was vital in informing Van Richten of how fiends lead their cults.[1]
