Lord Haroln is a vampire who resides within Citadel Cavitius. He holds the title of The Arm of Vecna, commander of The Fingers of Vecna.[1]
In addition to his law enforcement powers, Lord Haroln seems to have some powers over judicial review, as civilians are allowed to plead their cases against wrongful incarceration or arrest. Jakkob is one such person, trying to get his daughter Innova freed. Unfortuately, Lord Haroln has very little patience for (to him) unimportant matters and plans to kill Jakkob.[2]
