The Signet of Arak functions like a luckstone[1], granting a luck bonus on ability and skill checks, Armor Class, and saving throws[2]. Moreover, it grants a bonus to Charisma checks vs. plants and allows the wearer to cast several different druid spells[2].

As with the other Regalia, the Signet of Arak is cursed when used by entities other than shadow fey[3]. In addition to the other curses standard to the Regalia, such owners of this artifact become increasingly insubstantial should the Amulet not be used to cast its spells at least once daily[3].
