Repression is not necesarily systematic or long-standing and may well be in response to atransitory threat (e.g. an invasion necessiating marshal law) or to a particular licence (e.g. a crime wave necessiating a curfew). Nonetheless, it is the ruler forcing his or her will upon the ruled. And as such it is not sustainable indefinitely in the absence of an indefinite and credible threat or threats. Should that threat be or become the ruler him or herself, the transition to oppression is well underway.
