Villebois is a small community in Dementlieu with no less than a hundred residents. It also has no inn. Despite its small size, Villebois has a small number of gendarmerie here, led by Marcel Rameau[1].
Villebois' mayor, Charles de Tantoine, has convinced Villebois' residents that the community is plagued by a series of lycanthropes that originate from people harboring too much emotion. In reality, the cause of the string of murders has always been Charles himself - he is a murderous maledictive loup du noir, who conceals his activities by pinning the blame on others - primarily strangers to Villebois[2]. Tomas Drekezhnyi, one of the local gendarmerie and secretly a werebear, knows Charles' claims about excessively emotional people and lycanthropy are not true, but his first priority is staying out of the public eye and concealing his lycanthropy[3].
