Rutledge is a port harboring roughly 250 souls on the Nocturnal Sea at the frontier between Darkon and Nova Vaasa. It is not clear to which state it belongs and that, plus its remoteness, has allowed it become a pirate haven, albeit a low key and well-behaved one. Fishing, however, remains the lifeblood of the hamlet[1]. Rutledge is the only community in Locknar Cove and the home for most of its citizens.[2] Eward Durkins is its mayor, and Francis Stewart is the head of the town militia.[3]
