Impairment is the diminishment of the possibility of being able to cope with difficult circumstances. The situation of someone who is impaired may be desperate without the assistance of another, but it not impossible in the absence of that assistance. Being impaired is less serious than being incapacitated. The impairment must not be volontary, but it may be either temporarily or permanently. Both a blindman and a drunkard are impaired. The Skurra are mute, but they are not impaired, retaining the capacity, but not the intention, to speak.
