The Skurra, also known as "The Tribe of None" are Vistani who are members of Carnival. They make use of painted magical masks to protected themselves against the Twisting. A prerequisite of this protection is that they never speak. Madame Fortuna speaks for the Skurra, but is not counted among them, having renounced the use of the protective magic and having succumbed voluntarily to the Twisting.[1]
