It was the handiwork of Azalin, in fact he turned out a cow from a paladin, a leech from a crocked tax collector, and one more that escapes me just now. It doesn't spell out how however, aside from it occuring in his Room of Alternation where alteration magic is enhanced. So at least conceivably it was done directly with enhanced magic. Does getting transformed into a cow constitute being a Cursed NPC? I am thinking not as the transformation can be undone with the appropriate magic. Not unrelated, what magic in 3.5ed could turn one into a cow on a permanent basis? A modified Baleful Polymorph with an additional level or two that permits a wider choice in the resulting inoffensive creature?
