Rutledge is a port harbouring roughly 250 souls on the Nocturnal Sea at the frontier between Darkon and Nova Vaasa. It is not clear to which state it belongs and that, plus its remoteness, has allowed it become a pirate haven, albeit a low key and well-beheaved one.
