Former inhabitants of a domain or other location were once, but no longer are, counted among its inhabitants. Inhabitants who pack up and leave or who die and who remain peaceably in their graves are no longer inhabitants and instead become former inhabitants. NPCs who have migrated or who are dead are necessarily former inhabitants of somewhere or other.
