An important member of the Fraternity of Shadows, the Count eventually brought Hazan into the fold. Hazan's service to the Count ended with the latter's disappearance in 742 BC.[1]
Although Tarnos Shadowcloak is the count's senior and in theory more powerful, Count Wilhelm is one of the two that practically wields more power on a day to day basis because of his tact for diplomacy and interests in overseeing the affairs of the Fraternity. (Lord Balfour de Casteele would be the other person his equal.)[2]
