Robert Obando is the patriarch of the wealthy merchant Obando Family of Nueva Aragona (Resistencia in particular). In the War for Independence, he was first a quiet royalist but then switch sides when it seemed that the republic partisans would win in the war. For his assistance, he was made governor of Resistencia.[1]
Although Resistencia is theoretically part of a Republic in general and of Nueva Aragona in specific, Robert only makes a pretense of belonging to both. In practice, he is temporal leader of a government structure that can best be described as a mercantile oligarchy. Robert is an exploiter of the laws such that he can squeeze the most of those below him.[2]
Like the rest of the Obando Family, he is actually a vampyre.
