He is not a particulary effective master of the Harbor Watch, and both the City Constabulary and the Kargat want him replaced. Still, the crime rate has fallen, and he enjoys the support of the Mayor of Martira Bay. He will kill (or see hanged) anyone who slights his honour by attempting to bribe him, but he doesn't care if his men accept bribes.
