One of Elena Faith-hold's Guardians of Morals. Balaj ab Dihyah was a caravan guard in Pharazia who was brought to Nidala when The Road of a Thousand Secrets went adrift. He found that the worship of Belenus in Nidala was close enough to the worship of The Lawgiver that he could pretend to convert, and he subsequently became one of the Guardians of Morals.[1]
