These creatures reside in al Kathos. Not much detail is given about them, save their descriptive name and the fact that they collect human eyes to sacrifice to their patrons.
The Jackal-Headed Priests appear to be open to negotiation and trade in spite of their unpleasant nature. For instance, although they harvested the eyes of slaves sent to them by Abd-al-Mamat, they allowed those slaves to return to their master alive and carrying books of magical lore.
