At what point does an unclassified magic item get classified as an artifact or, for that matter, a relic. My thinking is if it is beyond the powers of mortals to make, which itself invites unpleasants questions involving immortal fey. For example, I don't see how one could really sit down and craft the Scroll of Return or, equally, the Transcendental Halo.
