The guild is currently led by Verena Lols, Rogue 14.
It is suggested in Tales of Ravenloft:The Glass Man that from the least to the most talented member there are 100 thieves in this guild. That number is far too high for a small city.
Using the DMG, assuming that Toyalis is "blessed" with 2 rogues of the maximum level possible for a small city, and rounding down, there would be only be 30 rogues:
14 lvl (2), 7 lvl (4), 3 lvl (8), 1 lvl (16).
