The City of Neblus lies on the Nezron River, in the Mistlands in Darkon. Neblus is mostly elven, but just barely so, with large numbers of other races. Most human residents have adopted the trappings of elven culture, and many claim elven blood.
According to legend, Neblus rests on the site of an ancient burial ground, dating back to the Gray Realm. When Darkon formed from the blood of Darkonos, the original inhabitants pillaged the necropolis to create their homes, so the architecture resembles a mausoleum, with gravestones paving the streets. The inhabitants believe that "By keeping the dead underfoot, we keep them from rising to claim our city." The city is home to many philosophers and scholars (both theological and metaphysical) who come there to ponder the afterlife.
Sites of interest include the local temple of the Eternal Order, the Shrine of the Spirits, a large domed temple just east of town.
