Incapacitation is the elimination of the possibility of being able to cope with circumstances. At best another someone who is incapacitated may be saved from the his or her situation by another. Being incapacitated is more serious than being impaired. The incapitation must not be volontary, but it may be either temporarily or permanently. Both an individual who is blinded and an individual who is drunk to the point the he or she cannot get up are incapacitated. The Skurra are mute, but they are not incapitated, retaining the capacity to speak.
