Colonialism is an economic policy and a military policy adopted by certain states. It entails the occupation of foreign territory. It may be part and parcel of a full-fledged project of invasion, conquest, occupation and annexation. Such would have been the fate of Staunton Bluffs had the Mist not intervened and the stole the land away. It may also be a much less overtly martial affair. Such is the colonization of a quarter of Karina by Falkovnia. The state may back colonialism without being its principle actor. The private organised Markovian Colony is a case in point.
