Canon Information

Ghouls can be encountered in the domains of Avonleigh[1], Hazlan[2], Kartakass[3][4], Mordent[5][6], Necropolis[7], G'Henna[8][9], Nosos[10], and Sithicus[11], and Staunton Bluffs[12]. As undead, they may also be encountered in Barovia[13][14] and Darkon[15][16]. Prior to its dissolution, ghouls could be encountered in Daglan.[17]

Ghouls can be found in Ustalav. In fact, they may have an underground kingdom beneath the Hungry Mountains.[18]
