Stravroz Vatsisk leads the Church of the Lawgiver in Hazlan from the Iron Citadel-Fane outside of Toyalis. As Pave of Hazlan he enjoys much more autonomy than his counterpart in Nova Vaasa. But he must displease neither Himmelsk Naeve Pieter Jergaar nor Hazlik, two individuals who could hardly be less alike or have more reason to hate each other's guts. The Pave is walking a razor's edge and knows it.
