Judge Gregor Kavka instituted a legal system so confusing and convoluted that the accused may go to trial without understanding the accussations levied against them and the tiniest interaction of the legal system is choked with mounds of red tape. Now he is the darklord of a domain of bureaucratic and institutional hell with a legal system he is gradually losing control over.[1]
