Stats
Regess is one of the Talons,[1] despite being lower level than the average Ftr7 Talon.[2] 
Perhaps his appointment as head of the Falkovnian Quarter came with an honorary promotion. Or perhaps his talent for cruelty caught the eye of Vlad Drakov earlier in his career than most.

In the adventure Feasting with the Falcons, Regess is murdered by Hugues Maigney. Throughout this adventure, his name is misspelled as "Regress."[3]
