Also called the Councilors[1], the Council of l'Morai are the interpreters of the Statutes of l'Morai. They represent the needs of the citizens of the City of l'Morai and preside over matters of justice for the citizens, but the Councilors hardly care for the performers and freaks of the Carnival l'Morai[2], whom exist as exiles and outcasts from l'Morai. (They are ruled by their carnival master, whom handles matters of justice only affecting Carnival l'Morai.) However, the Council includes the Puppetmaster, the master of Carnival l'Morai[3], though many citizens consider him as much of a freak as the subjects he rules over. The Council of l'Morai may entertain motions of dismissal of charges[4], but they bow to the popular vote and collective will of the city's citizens regarding ultimate guilt or innocence. Because the citizens' fickle nature, justice can change with however the wind blows.[5] Furthermore, the Councilors must inflict Living Death for any serious crimes.[6]

The Dark Truth of the Council

The seat of authority and meeting place for the Council of l'Morai is the Council Hall.[7]

They decreed Hermos was guilty of disobedience and that he was to be punished by transforming him into a giant and enslaved.
