Intoxicated individuals have consumed alcohol or a drug like opium which are, strictly speaking, poison. The degree of their intoxication varies. It may be such that they are incapacitated, only impaired, or only on the frontier of being impaired. Whereas someone who is drunk is at least impaired. Intoxication may be ended with a neutralize poison spell.
